Position Title: Senior Project Manager

1. ROLE PURPOSE

The Senior Project Manager is accountable for the end-to-end delivery of complex, high-value ICT projects and programs within approved baselines (scope, time, cost, quality and benefits), incorporating organisational change and benefits realisation. The role ensures projects are governed, controlled and executed in accordance with methodologies, financial controls, risk frameworks and security standards, while enabling strategic digital transformation across the institution.

2. KEY ACCOUNTABILITIES

Project Leadership & Delivery
Lead multiple concurrent ICT initiatives across the full lifecycle including initiation, business case development, planning, resourcing, procurement, execution, transition and benefits realisation. Ensure alignment with enterprise architecture, strategic priorities and operational constraints. Proactively manage interdependencies, risks, issues and escalations.

Governance, Financial & Performance Management
Develop and manage integrated project plans, schedules and budgets. Monitor performance against approved baselines and provide accurate forecasting and executive-level reporting. Prepare financial status reports and variance analysis for governance committees and senior leadership. Ensure compliance with procurement, finance and audit requirements.

Stakeholder & Change Management
Establish and sustain strong working relationships across administrative and technical domains. Lead structured change management activities to support adoption and measurable business outcomes. Act as a trusted advisor to senior stakeholders and provide clear, concise communication tailored to diverse audiences.

Resource & Vendor Management
Develop resource strategies in collaboration with PMO and resource managers. Lead multidisciplinary teams and manage third-party vendors, contractors and consultants to deliver outcomes on time and within budget. Provide mentorship to Project Managers and act as an escalation point for delivery issues.

Risk, Compliance & Security
Ensure adherence to policies, standards and regulatory obligations. Proactively identify, assess and mitigate delivery, operational and security risks. Safeguard data and systems and immediately report suspected vulnerabilities or breaches.

PMO & Continuous Improvement
Contribute to the ongoing enhancement of PMO frameworks, methodologies, templates and reporting standards. Embed best practice project and program management disciplines to improve organisational delivery capability.

3. SELECTION CRITERIA

Qualifications
Postgraduate qualification in a relevant discipline and extensive professional experience, or an equivalent combination of experience, training and professional accreditation.

Experience
Minimum 7 years’ experience in the information technology sector with progressive responsibility, including significant team leadership. Demonstrated success delivering large, complex ICT initiatives across distributed environments. Proven capability in business case development, enterprise system implementation, organisational change, vendor management and cross-functional delivery.
